Restrictions on the sale of non-efficient properties by 2030
On May 24, 2022, the European Parliament approved the reform of the Energy Efficiency Directive for buildings. A reform in which new measures that affect the real estate sector were introduced. What repercussions will it have for those who decide to sell their property on the Costa Brava? We analyze all the details, below.
Changes in the real estate market due to the energy classification

The main objective is that more and more buyers and sellers take into account the energy rating as a determining factor when purchasing a property.
A monitoring plan will be implemented, with two objectives:
By 2030, all existing residential buildings must achieve an energy rating of at least E.
By 2033, all existing residential buildings will be required to achieve a minimum energy rating of D.
In addition, the European Union has started working on the implementation of four new concepts
Zero emission building
It is estimated that, by the year 2050, all buildings will be in this category. They should stand out for their low energy demand and their dependence on renewable energy sources, whether generated or internally acquired.
Global Warming Potential
From January 1, 2027, all buildings will be required to include their Life Cycle Profile and integrate it into their energy efficiency certification.
This calculation covers the entire life cycle of the building, from its design and construction, to its maintenance, reforms and eventual demolition.
Energy renovation passport
A body will be created for properties that cannot address their energy renovation immediately.
They may submit an action plan that will be considered as a commitment by the Public Authorities in charge of supervision.
National Renovation Plans
Each Member State will have to draw up a roadmap outlining the measures needed to achieve the national targets.
It will be necessary to include the commitment to carry out a percentage of annual renewals, in order to achieve the objective established for the year 2050.
When will the new energy efficiency measure be implemented?
As we have previously mentioned, the reform of the Directive on Energy Efficiency in Buildings was approved in 2022.
Subsequently, in March 2023, a period of two to three months of negotiation began with the European Commission and the Council. Once its resolution is announced, there will be a period of up to 24 months for each country to implement the reform.
It is expected to enter into force in the European Union in 2025 or 2026. Of course, some measures, such as the requirement to ensure that new buildings meet almost zero energy consumption requirements, could take effect during the transition period .
Dates for the new directive
Requirements for new construction projects:
As of January 1, 2026, all public buildings or buildings occupied by Public Administrations must be zero emissions.
Starting January 1, 2028, all new construction, both residential and non-residential, must be zero emission.
Requirements for existing buildings:
Public buildings: as of January 1, 2027, they must have a minimum classification rating E. By the year 2030, the minimum classification required will be D.
Private Non-Residential Buildings: Terms and requirements are the same as for existing public buildings.
Private residential buildings: as of January 1, 2030, they must have a minimum classification of rating E. For the year 2033, the minimum classification required will be D.
What will happen in the case of non compliance?
For the moment, the Directive does not detail any sanctions. It will be during the process of transposition into Spanish legislation when it will be established how buildings that do not meet the aforementioned characteristics will be treated by the defined dead line dates.
A possible condition could be that the buyer explicitly commits to carry out the necessary works to adapt the home to the corresponding regulations.
For those who decide to sell their property on the Costa Brava, this reform and these new measures would require them to carry out improvements in their homes to meet the minimum level of energy efficiency established.
